Install x86 mingw 7.3.0 on x64 machines

    Description

      Currently x64 windows machines have only 64-bit mingw compilers. For building libclang we need also 32-bit version installed because in old jenkins our builds failed on 32-bit windows machines (something related to how much RAM the compiler might use).
