Install missing packages required by packaging scripts

      Packaging uses Rhel7.6 from 5.15 branch and we are running these installations before scripts can be run on the agent:

      pip3 install colorlog --user
      pip3 install wget --user

      It would be nice to get these pre-installed so we can get rid of installing these every time separately.
