Prevent Cherry-pick bot from spamming a change in the event of an error

In the case that something goes wrong in cherry-pick bot, a guard should be set up to prevent the bot from repeatedly posting the same comment to a change. This applies to normal behavior as well, but the most issues are seen when the bot encounters a logic error and spams a change until the issue is corrected.
