      Add Windows 11 23H2 to CI replacing Windows 11 22H2

      Needed for following branches:

      • 6.8 (dev)
      • 6.7

      • windows-11_22h2-msvc2019
      • windows-11_22h2-msvc2019-developer-build
      • windows-11_22h2-msvc2022
      • windows-11_22h2-mingw13-developer-build
