Circular runtime dependency in boot2qt image (neptune3-ui and qtivi)

Currently in boot2qt image qtivi services either do not work or require dependency from neptune3-ui configuration to work correctly (server.conf file, setting up services tcp ports).

This creates circular runtime dependency, because qtivi services require configuration from neptune3-ui (or any other UI).

Without that configuration at least ivimedia doesn't work. With that configuration - qtivi ends up depending on neptune3-ui as UI. At least in current setup.

As this configuration is also used in android companion app, things get complicated pretty fast.

Potential solution here is to use service discovery protocol for registering and discovering services (ZeroConf, Avahi, Bonjour, mDNS and simiar are compatible and are available on all major operating systems).

Also, if this is not used - add sane default, non-overlapping, port numbers for the case when configuration file is not specified.
