Neptune starts with empty widget list and its selection is not stored persistently

      It seems to be specific to device images. Tested on NUC with the 5.13.2 RC image from installer. On boot, the home screen does not show any widgets. It is possible to add some, but this selection does not survive a reboot: no widgets again the home screen
