"neptune3-ui-qsr-cluster" app is not available on targets

In an attempt to test and then record for the screen casts the QSR integration, I realised that the "neptune3-ui-qsr-cluster" app is not available on NUC (and I suspect on other Yocto) targets on 5.13.2 and 5.14.1. I used images from the installer and the image from the TeamCity built on March 3 at 22:00. In all cases the QSR binaries and libs are available on the target. It seems something is wrong on the Neptune side. This seems to be a problem with the target builds since the "neptune3-ui-qsr-cluster" is built and available on the desktop builds
