Enforce a blocking qt toplevel build for each change

Often build breaks are noticed on dependency round build and not when doing the blocking build for the change.

To catch breaks earlier, there could be a blocking qt5 level build for each change. To avoid exhausting CI resources it should be done only on limited amount of configurations.
