Create alert for specific errors in Coin

    Description

      There are some errors which should never happen and some that need might need manual steps to fix. Unable to create workitems or failures in VM lifecycle, for example. For these cases an automatic alert or notification could be created to expedite the notification process to Coin team.

      Coin log is uploaded to logstash and alert for it can be created in grafana, like the gerrit status existing currently.
