A workitem should be red (failure) if it does nothing

    Description

      The following should result in failure (red) outcome:

      • A build workitem that produces no artifacts
      • A test workitem that runs zero tests

      Such workitems should not even be listed (for example unsupported platforms where configure generates nothing).

      If no VM is started, the item should not be displayed as green.
