There has been multiple cases where this has been requested. What this means is that one configuration could specify that it uses dependencies from an another configuration. On the run only the top level module would have this target.

Example case on QtIF to run modifed ASAN target without rebuilding whole qt for that target. On IFW to avoid building qt multiple times to build different versions of IFW.
