Do not set abort testing on failure for insignificant configs

When running insignificant targets in CI they should not use abort testing on failure. This is to get full data of their test runs each passing integration.

Reasoning is that other targets continue regardless of the insignificant failure and when any real target will fail the insignificant will be cancelled.
