Enforcing prechecks

    Description

      Currently, prechecks are optional and available only to approvers. Occasionally, some patches would break integrations  - because of errors. Forcing prechecks would allow for early detection of such patches. After the precheck would pass  - the only failing integrations would be due to the flakiness of the system, so it would allow for easier distinction of failure cause.
