qtwebengine 130-based apaptations need newest windows 11 sdk on windows nodes

      We are hit with upstream issue

      Our ci nodes needs newer sdk for windows dev nodes (10.0.22621.2428), otherwise we can not integrate chromium 130-based.
      Note that even though version is the same (ms installers installed sdk to same folder as this is just servicing update) , the updated sdk has more content in the headers :] ...microsoft
