missing mosquitto on windows arm test nodes

    Description

      We do not have mosquitto installed do windows arm test nodes, however it is detected on build nodes therefore test are compiled with mosquitto and running them without it ends in failure.

      Sadly https://mosquitto.org/files/binary/ does not have arm binaries, so mostlikely this has to be built by hand
