      Some of the CI failures are flaky. The CI analysis bot has been running for a while now, commenting in the Gerrit UI to indicate whether a CI failure is related to the current change or unrelated.

      The next step is to automatically retry failed work items based on the bot's AI-based recommendations. This retry logic should be implemented within Coin to ensure that integration does not fail due to transient issues.

      Retries should be limited to one attempt per failure.
