You can't create DebugVMs when the compilation of the submodule has failed. A DebugVM was initially created for debugging autotest failures, not compilation failures, so it still depends on getting to the 'test phase' where it the creates the DebugVM instead of actually running the autotests. Let's change this, so that we can do both a VM for debugging the autotests or the compilation itself.
