Move Qt artifact patching from Coin/CI to qtsdk

    Description

      Now the Release Export tool is doing pre-patching for the Qt binary artifacts. This takes a lot of time and resources from the vmbuilder machine which also has an impact in CI performance.

      Move this functionality from Coin to qtsdk where the rest of the packaging relates scripts already exist.
