      Build Qt Saferenderer's Safelayout tool with latest static Qt version (5.12.3) in Coin for installer. Host platforms are: linux RHEL and windows 10.

      This is needed to build QSR on host platforms for embedded targets.

      Extra Qt configure option for linux RHEL: '-qpa offsreen'
