Failed provisioning tier2 image is not deleted

      During provisioning phase failed provisioned tier2 image is not deleted when the fail happens during reboot phase.

      Most likely this happens when tier2 image is provisioned successful, but the reboot phase of  tier2 image fails because image got corrupted during provisioning.

      This means that we can have corrupted tier2 image in the production
