Integrations stuck in "INTEGRATING" need manual cleanup

    Description

      Sometimes integrations get stuck in "INTEGRATING" state and never recover unless someone manually cleans up gerrit. This happened at least on 22nd of May 2018 when ONE was broken for a while. Following integrations got stuck:

      Coin should detect this situation and recover automatically.
