    Description

      The license check instructions are hard-coded in Coin's platform instructions which increases maintenance burden unnecessarily.

      The license check instructions should be driven by instructions so that we can remove TestOnly+LicenseCheck hacks from workitemfactory, which will allow making work items generic.
