build and test webengine on the same ci machine

Currently we do testing and build on separated ci machines. This is sub optimal for the web-engine. where build takes couple of hours and test should take around 10min. Windows hosts take around 20 min just to zip/unzip sources. Moreover in case on any issues , investigation and fix on VMs is not possible since test vm are limited. Doing another build in vm is pain in the butt. Using the same machine for build and running the test, makes making fixes on the spot possible ie. editing the code and making iterative build, which reuses previous build .This can shorten investigation form hours to just few minutes.
