Custom module's workitem configuration filter does not apply to UseLegacyInstructions targets

      Rules defined to filter targets in module_config.yaml are not applied to targets with UseLegacyInstructions flag. This causes UseLegacyInstructions targets within coin acceptworkitemconfiguration rules to be included, which do not suffice the rules in module_config.yaml.

       

      At the moment this can be worked around with "module only" flag to omit default.yaml.
