Some test Artifacts cannot be built in Coin if -static option is used

    Description

      All -static builds are built with DisableTests Coin Feature in qt5. But, there are other projects that want to build with -static flag and run also tests e.g. 'qt-apps/tqtc-qt-config-gui'.  After Test split was introduced in production and test artifacts are build during build phase, test compilations are failing for some components (at least qtmultimedia and qtwebsockets).
