Avoid cloning VMs that do not reproduce anything

    Description

      At the moment there are lot of VMs being cloned that do not produce anything, but install artifacts, run configure and exit, which is waste of resources.

      We could avoid creating VMs for empty builds/tests saving hardware capacity. The requirement for a cloned VM could be detected at the platform instructions level.
