A binary compatible way to distinguish qmake from cmake in module config

To do qmake and cmake mixed integrations a binary compatible way to distinguish these is required. 

Currently qtbase has targets for both and is built with for cmake in module_config and for qmake uselegacyinstructions is used. To translate qmake instructions into yaml ,such feature is needed.
