Coin leaks agents due to wrong error type

    Description

      AssertionError: Open Nebula returned wrong number of arguments in call: [False, '[one.vm.action] Error performing action "terminate-hard": Could not terminate VM 54023, wrong state BOOT.', 2048, -1, -1] 

      Due to wrong number of arguments a AssertionError is returned in place of ONEException this causes the termination loop to end on first error.
