Create workitems normally for qt5 integrations

    Description

      Currently qt5 integrations do not create dependency workitems for the qt5 workitems. This causes that modules that are highest in dependency tree and have stricter rules for target filtering do not get workitems for all targets specified. This can cause regressions when qt5 is updated and all modules are not tested. Can be seen as qtqa creates less workitems and does not get tested properly.
