coin needs build step timouts per module basis

WebEngine builds need far more time than 6000s for the build execution. 24000s sounds more likely, however changing that in qt base yaml files will have an impact on all module builds. Therefore, we need some way to configure the timeout per the module basis.

Ideally this should not apply to testing , so if tests go beyond 1h , clearly sth is wrong and should be terminated.
