Coin CI for CI re-downloads 3rdparty packages

    Description

      On every check, the CI for CI is initializing environment, which means downloading quite a lot of 3rdparty packages. Currently it takes around 50% of the total testing time.

      Partially it is a regression caused by 9499394dbaad5296e53f11a4d1bc8706bcd61bf7 (Use Pipenv instead of requirements.txt) which removed caching of python packages, although some caching was never implemented.
