Insignificant builds or tests will hold up job until completed

A build or test config might be insignificant because it's testing a new OS version. In that case you might only have a single node/agent for that OS, but would still like to run tests for all modules. This is not possible, as that node would be swamped with work for all integrations, holding them up. Coin should have a way to let a job complete, but with insignificant jobs still remaining/running, so that the single node will eventually catch up.
