Don't allow creating debug VM for configs that run directly on the hardware

    Description

      I tried creating a debug VM for macOS 11 arm, but apparently that's not possible because it's not a VM but an actual machine:

      Coin landed on its edge... internal error

      The UI should prevent creating VMs for these configs.
