Debug VM should pre-download all the artifact tarballs from the build phase

      I started a VM but the platform I choose has "standalone tests" option apparently, because I can't find the tests anywhere. It's not easy to figure out the URL for downloading these artifacts, and I've searched the build log.

      Can we pre-download all artifacts (and maybe un-tar them too) before the Debug VM is ready?
