Non-blocking nightly CI

There are quite many configurations in the blocking CI, there is always a debate if more should be added or some of them removed. There should be another level of CI where another set of configurations can be run. It would be nightly and non-blocking, and only configurations that are not part of blocking CI should be run there. Result of the nightly should be emailed to the persons/teams monitoring them.
