Add option to not use optional dependency in dependencies.yaml

      In https://github.com/qt/qtwayland/blob/dev/dependencies.yaml , qtwayland has qtbase "required: true" and qtdeclarative "required: false".

      Now coin/ci will require all those dependencies, could we add one option to skip those "required: false" modules?
