Reduce Qt for Python CI integration time with windows config

At the moment the windows config in ci is by far the most long lasting configuration. The biggest reason for this is that windows release binaries are signed and that takes a huge amount of time (more than 50% of full time spend on win build VM). Reduce the amount of files to be signed. The build config seems to sign such files that will not be released.
