Downgrade glibc version for Linux ARM64 wheel

    Description

      According to the PySide6 page on PyPI, the Linux ARM64 wheel has been built with glibc 2.39 or higher starting from version 6.8.1. As a result, some ARM64-based operating systems—such as Ubuntu 22.04 ARM64, which Qt/PySide officially aims to support—are no longer compatible.

      Please downgrade glibc version for Linux ARM64 wheel.
