Test web_engine_custom_scheme is flaky

    Description

      The test web_engine_custom_scheme broke three times in Linux before it passed.
      We should investigate what is happening there.

      Testing on local macOS revealed no problem at all.
      I checked it into blacklist.txt and disabled the test on all platforms,
      because it looks like a problem when CI is under pressure.
