create tool for registering Qt versions

      We need a tool that can inspect Qt builds and register in qbs.

      Usage could be something like

      qbs setup-qt add myqt ~/my-qt-build-dir

      The tool then inspects ~/my-qt-build-dir, fetches a bunch of properties (basically all properties that can be currently be set via the config) and registers them.
