Add a method to change permission to File

      Use case:

      A user wants to expand variables in a shell script template and make the resulting artifact executable with a Rule.

      This is not possible since according to the documentation there is no API for that.

      Workaround: make the template executable, copy and rewrite text from the JavaScript command. It would be easier if there was a File method to change permissions.
