Qt plugin modules should be generated for dynamic library builds as well

Currently, modules for the Qt plugins are only generated if Qt is a static build. Instead, they should be generated in all cases, so that applications can explicitly declarare which plugins they depend on.

This is necessary especially for Apple Platforms, where we will use this dependency information to determine which parts get copied into the application bundle.
