Groups with a file tag filter should be overridable in derived items

Currently, having a group with a file tag filter prevents derived items from overriding the properties set therein for the respective tags. In particular, the parent item "wins" in case of a conflict. It seems more sensible to give the ultimate decision to the most derived item, as is done for other properties.
