staticLibraries and dynamicLibraries are not propagated through dependencies

    Description

      cpp.staticLibraries and cpp.dynamicLibraries in 'staticlibrary' products are ignored. They should be propagated to the point of linker invocation instead.
      In the attached example '-lSomeStaticLibrary' is not passed to the linker nor '-lstdc++'.
