make it possible to nest Rules into Exports

      a Product which creates a build tool must be able to Export a Rule which makes this tool available to other Projects and external projects (see QBS-268).

      qbs must be responsible for creating a satisfactory runtime environment for the non-installed tool - library paths (possibly down to making a temporary install and fixing the rpath in the executable), plugin paths, etc.
