It may be useful to have a jobLimit property on Rules which limits concurrent executions of that Rule to some value N. This idea arises out of a use case where the build tool run by a particular Rule uses large amounts of memory and may cause the system to become unstable or run out of memory if too many of these processes are run simultaneously.
