install only target is not run

A product that only contains install directive is not run, despite it is referenced by a project and it depends on another executable product.

In the attached minimal project, after deployment, install-root only contains app.exe, whereas it should also contain some Qt dlls and platform plugin.

if dependencies are inverted, i.e. "app" depends on "deploy" instead of the opposite, the "deploy" product is correctly deployed.
