Changing a dependent static library externally won't recompile project

When a dependent static library changes (set using cpp.staticLibrary + cpp.libraryPath) the application project won't detect that change and try to link again.

In general there should probably be some way to add a dependency to the different cpp rules so when an external file changes the rule is executed again
