Caption becomes "0" when translation applied.

    Description

      When applying Caption on States, the value gets "0" after translation (tr) gets turned on. Sometimes the string disappears from the code, but other times it remains. It is a little bit unstable. 

      This is relevant for UI Tour creation. See the attached image for an idea.
