Transient scrollbars different behavior when hovering scrollbar

When hovering on a view (not focused) and then hovering on the scrollbar, there is a different animation/behavior depending in which direction the scrollbar is left.

When leaving the vertical scrollbar to the left inside the hovered view the scrollbar track is immediately hidden and the handle stays visible.
When leaving the vertical scrollbar to the right outside the hovered view the track and handle will stay visible for a bit and then fade out.

This somehow feels a bit weird when moving away from the scrollbar.
